Consumer Credit Reform: What Changes on November 20, 2026

Ordinance No. 2025-880 of September 3, 2025, supplemented by Decree No. 2026-105 of February 19, 2026, profoundly modifies the scope of consumer credit in France. The entry into force is set for November 20, 2026.

Installment Payments and Regulated Mini-Credits

Installment payments and mini-credits of less than 200 euros will now be subject to the same protective rules as traditional consumer credit. Until now, these operations partially escaped the legal framework, leaving some consumers without recourse in case of difficulty.

Free credits and short-term installment payments are also included in the scope. Lenders will have to comply with strengthened obligations:

  • Check the borrower’s creditworthiness before granting an installment payment, even for small amounts
  • Provide standardized pre-contractual information, comparable to that required for a traditional credit
  • Apply the duty to warn if the credit risks upsetting the applicant’s budget

Consumer Credit Ceiling Raised to 100,000 Euros

The ceiling will increase from 75,000 to 100,000 euros. This change particularly affects unsecured renovation loans. A borrower financing significant renovations will be able to benefit from the protective regime of consumer credit (right of withdrawal, regulation of APR) on a larger amount than before.

Creditworthiness Assessment: Strengthened Obligations for Lenders

The November 2026 reform also strengthens the assessment of the borrower’s creditworthiness. Institutions will need to document their analysis of repayment capacity before releasing funds.

This tightening aims to prevent over-indebtedness. In practice, lenders will need to cross-reference more data on the applicant’s income, expenses, and existing credits. Credit refusals are likely to increase for already indebted profiles.

The duty to warn, which already existed, will be formalized more strictly. A lender granting credit to a borrower whose financial situation does not allow it exposes themselves to sanctions and the contestation of the contract.

  • The borrower can contest a credit granted without a serious assessment of their creditworthiness
  • The lender must retain evidence of their analysis for the entire duration of the contract
  • Bank overdraft authorizations are also included in the scope of these new obligations

Preparing a Solid Credit File: Decisive Criteria

Beyond the requested amount, institutions analyze the stability of income, existing debt ratio, and banking history. An account without incidents in recent months weighs more than a symbolic personal contribution.

Consolidating debts before taking out a new one can improve the clarity of the file. Debt consolidation reduces the number of monthly payments and clarifies the remaining repayment capacity, even if it sometimes extends the total duration.

For professional projects, the business plan and financing plan remain the key documents. Support networks like honor loans help strengthen equity without personal guarantees, which reassures banks during the file review.

With the ceiling raised to 100,000 euros and increased regulation of installment payments, the line between simple financing and regulated credit is shifting.
